Sen. Nelson Now Supports Health Care Bill, Provides 60th Vote


Senator Ben Nelson, who had been holding out on voting for health care, finally agreed to go along and vote yes.

Nelson, a right-to-life supporter, gained some concessions to limit the availability of abortions in insurance sold in newly created exchanges. Of course he was paid off. He got tens of millions of dollars in federal Medicaid funds for his home state.

He also noted that he had fended off attempts to provide for government-run insurance option.

The bill would save about $130 billion over 10 years, according to the Congressional Budget Office. Provisions of the bill also would expand coverage to roughly 94% of eligible Americans.

It's now possible to pass the legislation before the Christmas recess.

The estimated 30 million Americans purchasing coverage through new insurance exchanges would have the option of signing up for national plans overseen by the same office that manages health coverage for federal employees and members of Congress.

Insurance companies would be barred immediately from denying coverage to children because of a pre-existing health condition. For adults that coverage would not become effective until 2014.

On abortion, the measure would let a state disallow coverage in new insurance exchanges by passing a law to that effect. Also it set up a mechanism to segregate funds that would be used to pay for abortions from federal subsidy dollars flowing to health care plans.

Republicans so far have stood firm in their opposition to the measure.

The Senate and House bills now must be merged into a final bill and submitted to President Obama for his signature.
