Futures on the <a class="inlinked" href="http://www.dailyfinance.com/quotes/dow-jones-industrial-average/%24indu/dji">Dow Jones Industrial Average</a> surged 49 points to 12,301.00 and futures on the S&amp;P 500 stock index gained 5 points to 1,326.00. Nasdaq 100 futures added 11.75 points to 2,348.00.<br />
<br />
Positive sentiment ruled the European markets today. While STOXX Europe 600 Index has gained 0.75%, London's FTSE 100 Index moved up 0.82%.<br />
<br />
Most Asian markets ended higher, with Japan's Nikkei Stock Average dropping 0.48%, Australia's S&amp;P/ASX 200 moving up 0.53% and China's Shanghai Composite gaining 1.35%. Hong Kong's Hang Seng Index rose 1.17%. <br />

According to a <a href="http://blogs.news.sky.com/kleinman/Post:58da693b-7b37-421a-9abe-88cca681c56a">report</a> from Sky News, the Association of British Insurers (ABI) announced its concerns over the impact of the swap. ABI reportedly controls 10% to 15% of the U.K. stock market.</p>
<p>ABI's reservations also include a Swedish court's decision to block BP's planned venture with Rosneft in the Arctic. Perhaps most concerning of all -- and not just to ABI -- is Wednesday's report announcing that U.S. prosecutors are considering manslaughter charges against BP for its Gulf of Mexico oil spill. Socrates had hoped to push through structural reforms in the country in order to cut down borrowing costs and decrease its fiscal deficit.</p>
<p>The prime manager's resignation was just another undesirable event for Portugal, as Moody's downgraded the country's sovereign debt rating last week and gave Portugal a negative outlook. Crude oil prices surged above $106 a barrel. Futures on the <a href="http://www.dailyfinance.com/quotes/dow-jones-industrial-average/%24indu/dji" class="inlinked">Dow Jones Industrial Average</a> rose 44 points to 12,065 and S&amp;P 500 futures gained 5.50 points to 1,297.60. Nasdaq 100 futures jumped 16 points to 2,281.<br />
<br />
U.S. stocks closed higher Wednesday, with the Dow Jones Industrial Average rising 0.56% to 12,086, the S&amp;P 500 index inching up 0.29% to 1,298 and the Nasdaq 100 index gaining 0.54% to 2,698.<br />

Crude oil prices surged above $105 a barrel. Futures on the <a href="http://www.dailyfinance.com/quotes/dow-jones-industrial-average/%24indu/dji" class="inlinked">Dow Jones Industrial Average</a> gained 27 points to 11,982.00 and S&amp;P 500 index futures rose 3.30 points to 1,291.60. Futures for the Nasdaq 100 rose 1 point to 2,258.25.<br />

Stocks closed lower on Tuesday, with the Dow Jones Industrial Average dropping 0.15% to 12,018.63, the S&amp;P 500 index falling 0.36% to 1,294 and the Nasdaq 100 index declining 0.31% to 2,684.<br />

Data on February new home sales will be released at 8:30 a.m. ET. With news like this, it may be beneficial for an investor to take a closer look at the retail sector.</p>
<p>Granted, <a href="http://www.bloomberg.com/news/2011-03-22/walgreen-s-profit-increases-10-percent-aided-by-cold-flu-prescriptions.html">Walgreen</a> did not impress Wall Street, and shares fell more than 7%. <a href="http://www.reuters.com/article/2011/03/22/us-express-idUSTRE72L2JD20110322">Express</a> and <a href="http://www.reuters.com/article/2011/03/22/us-dollargeneral-idUSTRE72L2IK20110322?pageNumber=2">Dollar General</a>, however, are reaping the benefits with Express trading up over 5% and Dollar General enjoying a 3% upswing. Futures for the <a class="inlinked" href="http://www.dailyfinance.com/quotes/dow-jones-industrial-average/%24indu/dji">Dow Jones Industrial Average</a> gained 51 points to 11,629.00 and futures on the S&amp;P 500 stock index climbed 8.30 points to 1,262.20. Nasdaq 100 futures rose 10.25 points to 2,218.75. <br />

The weekly jobless claims are expected at 8:30 a.m. ET, as well as February's consumer price index. The show, "House of Cards," is based on a British miniseries and novel of the same name and includes Hollywood heavyweights Kevin Spacey as the star and executive producer with David Fincher as the director. <p>The futures were modestly higher prior to the release of economic data, and after the awful housing starts number, the markets turned lower. Dow dropped 58 points, S&amp;P 500 4 points, and Nasdaq fell about 9 points.<br />

A key aspect of these proposed rules is that any sanctions against E.U. members will be more automatic and less open to any political intervention. <br />
