(TGT)</a></p><p><img border="1" hspace="4" alt="" vspace="4" align="right" src="http://www.blogcdn.com/www.bloggingstocks.com/media/2009/11/walmart_forless_200.jpg" />Santa hasn't even been tugged down Central Park West yet, and Wal-Mart (<a href="http://finance.aol.com/quotes/wal-mart-stores-inc/wmt/nys" target="_blank">WMT</a>) is already slashing its prices. <a href="http://www.usatoday.com/money/industries/retail/2009-11-06-dvd-price-cuts-walmart_N.htm" target="_blank">The market among major retailers is intensifying</a>, with many offering products as loss leaders in order to entice customers into the store (physical or otherwise) and boost their basket sizes. Along with Target (<a href="http://finance.aol.com/quotes/target-corporation/tgt/nys" target="_blank">TGT</a>) and Amazon (<a href="http://finance.aol.com/quotes/amazon-com-inc/amzn/nas" target="_blank">AMZN</a>), Walmart is slashing DVD prices, <a href="http://www.bloggingstocks.com/2009/10/30/major-booksellers-didnt-realize-they-were-suppliers-to-rivals/" target="_blank">the same tactic it's using with books</a>. </p>
<p>Retailers are rushing to undercut each other this year, which is causing prices to spiral down quickly. And consumer spending arises out of consumer confidence. Unfortunately, the signals along the road to economic recovery are mixed, what with the rising <a href="http://www.bloggingstocks.com/2009/10/29/third-quarter-gdp-shows-growth-is-the-recession-over/">GDP growth</a> and the dismal <a href="http://www.bloggingstocks.com/2009/11/06/jobless-rate-jumps-to-10-2-during-october/">unemployment</a> numbers. Its enough to leave investors scratching their heads. What barometers of consumer confidence will the coming week bring?</p>

<p>Finally, the federal government has accepted an offer from <em>Girls Gone Wild</em> founder Joe Francis. Earlier this year, the feds <a href="http://www.vanityfair.com/online/politics/2009/01/uncle-sam-to-spend-5-billion-on-porn.html" target="_blank">turned down his request for bailout money</a>, but the <strike>filmmaker</strike> <strike>entrepreneur</strike> <strike>executive</strike> soft-core porn guru had better luck with the judiciary branch. His deal to get out of jail came through.</p>
<p>U.S. District Judge S. James Otero <a href="http://www.usatoday.com/money/perfi/taxes/2009-11-06-girls-gone-wild_N.htm" target="_blank">accepted a plea agreement</a> that Francis reached with prosecutors. It will put him on probation for the next year for filing false income tax returns. He was also sentenced to time served -- 301 days, but that's all in the past. <p>A new function for "retweeting" (echoing another's tweet to your own followers), changes to how trending topics are managed, and the ability to create lists are new tools intended to engage users ... on the <a href="http://twitter.com" target="_blank">Twitter.com website</a>. <p>Employers are planning to cut fewer jobs for the third month in a row, according to a new report that <a href="http://www.challengergray.com/" target="_blank">Challenger, Gray &amp; Christmas</a> has supplied to <em>BloggingStocks</em>. </p>
<p>The executive outplacement firm says that the number of planned reductions fell 16% in October to 55,679 positions -- from 66,404 in September. Last month's level was the lowest seen since March 2008, when 53,579 layoffs were planned. And, it's 51% lower than October 2008's 112,884 result. And with the aforementioned in mind, I'm reiterating my buy rating for Petroleo Brasileiro SA (<a href="http://finance.aol.com/quotes/petroleo-brasileiro-s-a-petrobras/pbr/nys">PBR</a>), also known as Petrobras, first recommended <a href="http://www.bloggingstocks.com/2009/04/23/consider-petrobras-because-market-position-matters/">on April 22, 2009</a>, at a price of $32.99. If you bought PBR in April, you're up an impressive 47%.</p>

This record-setting streak is due largely to tightening by lenders, <a href="http://www.bloggingstocks.com/tag/unemployment/">unemployment</a> and the conservative preference to pay down debt rather than spend. This <a href="http://www.msnbc.msn.com/id/33731038/ns/business-stocks_and_economy/" target="_blank">widespread fit of fiscal responsibility, economists fret, could prevent a recovery from taking root</a>, since <a href="http://www.bloggingstocks.com/tag/consumerspending/">consumer spending</a> is responsible for 70% of the U.S. economy. This conventional thinking, of course, overlooks the fact that an eventual increase in spending that isn't fueled by consumer spending will yield a recovery that's more likely to last. </p>
<p>According to the <a href="http://www.bloggingstocks.com/tag/FederalReserve/">Federal Reserve</a>, borrowing fell at an annual rate of $14.8 billion in September -- it's biggest drop since July and much larger than the $10 billion predicted by economists. The behavior is exactly what you'd find in people worried about losing their jobs or focused on rebuilding safety funds and investment portfolios. He already owned part of the railroad, but he wanted it all. Figured it was a great investment. So why should you care?</p>
<p>First, because it's Warren Buffett. While he's made one or two bad investments (see Eastern Airlines (who?) as an example), most of what Mr. Buffett buys increases in value. He's not the second richest man in America because he's lucky. But the argument here is that eventually they will, preferably starting in early 2010, which is why I'm reiterating my Buy rating for the company, first recommended <a href="http:// http://www.bloggingstocks.com/2009/08/18/hess-shares-continue-to-meander/#continued">on April 22, 2009</a> at a price of $50.41. <br /><br />Right now, IIs are fixated on the lower margins of downstream operations, which Hess and other refiners are coping with, as a result of recession-induced sluggish U.S. gasoline sales. <p>His new legislative proposal is <a href="http://www.bloomberg.com/apps/news?pid=20601087&amp;sid=a_riBHMyNQCU&amp;pos=4">to break up big banks</a> that are deemed "too big to fail." To quote Mr. Sanders: "if an institution is too big to fail, it is too big to exist.
