During the middle of the year, rumors were rampant that supply was tight. Prices more than doubled.</p>
<p>Then rumors spread that there would be a surplus of sugar this year and prices had a sharp sell off. Now the latest guesstimate is that sugar demand will exceed supply in the marketing year ending September 30. <br /><a href="http://finance.aol.com/quotes/the-royal-bank-of-scotland-group-plc/rbs/nys">RBS</a> (NYSE: <a href="http://finance.aol.com/quotes/the-royal-bank-of-scotland-group-plc/rbs/nys">RBS</a>), the United Kingdom's second-largest bank, said the move is consistent with earlier stated intentions to cut costs as it merged its two wholesale banking businesses and also is warranted "in light of current conditions in some parts of the global credit markets." <br /><br />Shares of RBS gained 12 cents to $7.19 on the news in midday Monday trading. <br /><br /><strong>Thinning the ranks</strong><br /><br />Independent stock analyst C. Leonard Bauer told BloggingStocks Monday investors / traders should not be overly alarmed by RBS's likely upcoming staff adjustment. "I interpret this as more deal-related than credit markets-related," Bauer said. "RBS added considerable positions during the strong years for investment banking, and the bank wasn't understaffed at the start of the boom in 2003, so some job cuts were expected on those grounds. The ABN Amro deal simply meant that there would be more wholesale banking positions to consolidate." The bid is already slightly higher than the one made by <a href="http://finance.aol.com/quotes/barclays-plc-adr/bcs/nys">Barclays</a> (NYSE: <a href="http://finance.aol.com/quotes/barclays-plc-adr/bcs/nys">BCS</a>).</p>
<p>In many ways the Royal Bank bid makes more sense. It has teamed with Spanish bank Santander and Dutch financial firm Fortis, and they plan to break ABN into parts with each company taking the units that best match its operations and geography.</p>
<p>If the RBS bid is successful it could put other large banks in Europe and North America into play just as the industry may be facing a period of earnings problems led by mortgage quality problems and slower private equity deal flow. </p>
<p>Merging banks into the teeth of a slowdown may actually make sense. Combined banks could save money with eliminating back office and duplicate personnel. But, if the downturn is as sharp as the one in the late 1980s, it may not matter.</p>

The offer of $95.6 billion tops that of <a href="http://finance.aol.com/quotes/barclays-plc-ads/bcs/nys">Barclays</a> (NYSE: <a href="http://finance.aol.com/quotes/barclays-plc-ads/bcs/nys">BCS</a>).</p>
<p>The offer contemplates breaking the big bank into pieces. Banking companies Fortis and Santander are part of the purchase group and will sell shares to finance the deal. </p>
<p>The three banks would split ABN into several pieces with each of the purchasers taking the operations that best dovetail with their current businesses.</p>
<p>The dismembering of the Dutch bank may be the key to the higher bid. While Barclays would have kept most of ABN intact and perhaps sold off the US La Salle portion of the company, the three banks offering to buy ABN now believe that they can get economies of scale by matching pieces to their own operations. Their thinking is that this will allow them to take out more costs than if the bank was sold intact.</p>

<p>              A combined Barclays-ABN Amro would be a formidable competitor.  There's little geographic overlap between the two banks and about the only area where there is duplication is in fixed-income investment banking, according to the<a href="http://online.wsj.com/article/SB117438967711842626.html?mod=home_whats_news_us"> Wall Street Journal</a> (subscription required). </p>
<p>             The merger would be the largest ever in the financial services sector and would create the second-largest bank in Europe, according to <a href="http://www.bloomberg.com/apps/news?pid=20601087&amp;sid=a_hI286pbrk0&amp;refer=home">Bloomberg News</a>.</p>
<p>               This has not been a good year for financial services stocks. </p>
<p>              Shares of Merrill Lynch &amp; Co. (NYSE:<a href="http://finance.aol.com/quotes/merrill-lynch-and-co-inc/mer/nys">MER</a>) are down 12 percent, Citigroup Inc. (NYSE:<a href="http://finance.aol.com/quotes/citigroup-inc/c/nys">C</a>)  is down 9 percent, Morgan Stanley (NYSE:<a href="http://finance.aol.com/quotes/morgan-stanley/ms/nys">MS</a>) has fallen 6 percent while Deutsche Bank AG (NYSE:<a href="http://finance.aol.com/quotes/deutsche-bank-ag-ord/db/nys">DB</a>) has plunged 4 percent. Even Goldman Sachs Group Inc. (NYSE:<a href="http://finance.aol.com/quotes/the-goldman-sachs-group-inc/gs/nys">GS</a>) has only managed to gain 2 percent.</p>
<p>             If these stocks don't start to perform significantly better, you can bet more mergers of the size of Barclays-ABN Amro will occur.</p>

One likely target is ABN Amro Holdings ADS (NYSE:<a href="http://finance.aol.com/quotes/abn-amro-holdings-n-v/abn/nys">ABN</a>). </p>
<p>The firm has been lagging, which, ironically enough, is the attraction. It means the valuation is reasonable and that there are opportunities to cut costs and streamline operations.</p>
<p>The betting is that Barclays Plc ADS (NYSE: <a href="http://finance.aol.com/quotes/barclays-plc-ads/bcs/nys">BCS</a>) wants to make a play for the company. Investors seem to like the scenario as on the rumors, ABN's stock surged almost 10%.</p>
<p>What helped spur this was the agitation from a major shareholder, TCI Fund Management. Yes, we are starting to see shareholder activism in Europe.</p>
<p>A big attraction of ABN is its footprint in emerging markets such as in India, China and Indonesia. There is certainly lots of growth opportunities there. Hey, these are places where it's not common for consumers to have credit cards.</p>
<p>A deal for ABN could be a blockbuster. It could easily be more than $70 billion. </p>
