Portuguese government debt sold bonds worth &euro;1.25 billion ($1.62 billion) in an auction. Futures on the <a class="inlinked" href="http://www.dailyfinance.com/quotes/dow-jones-industrial-average/%24indu/dji">Dow Jones Industrial Average</a> surged 56 points to 11,672.00 and S&amp;P 500 futures gained 6.90 points to 1,277.30. Nasdaq 100 futures rose 11.75 points to 2,297.25.</p>
<p>U.S. stocks closed higher yesterday, with the blue-chip Dow index gaining 34.43 points, or 0.30%.</p>
<p>U.S. data on December import prices will be released at 8:30 a.m. ET. <p>In the past, iron ore pricing was largely set on an annual basis, with the first negotiated ore contracts of the season setting the price for the duration of that season. However, this year, the three largest iron ore miners, BHP Billiton (<a href="http://www.dailyfinance.com/quotes/bhp-billiton-limited/bhp/nys">BHP</a>), Rio Tinto (<a href="http://www.dailyfinance.com/quotes/rio-tinto-plc/rtp/nys">RTP</a>) and Vale SA (<a href="http://www.dailyfinance.com/quotes/vale-s-a/vale/nys">VALE</a>), have decided that they will seek quarterly renegotiation of ore contract pricing.     <li>Citigroup upgraded Freeport McMoRan (<a href="http://www.dailyfinance.com/quotes/freeport-mcmoran-copper-and-gold-inc/fcx/nys">FCX</a>) to buy from hold to reflect valuation, as well as its increased forecasts for copper and aluminum. The firm raised its price target on shares to $95 from $85.</li>
    <li>Citigroup also upgraded Alcoa (<a href="http://www.dailyfinance.com/quotes/alcoa-inc/aa/nys">AA</a>) to buy from hold and reiterated a buy rating on Cliffs Natural (<a href="http://www.dailyfinance.com/quotes/cliffs-natural-resources-inc/clf/nys">CLF</a>).</li>
    <li>William Blair upgraded WESCO International (<a href="http://www.dailyfinance.com/quotes/wesco-international-inc/wcc/nys">WCC</a>) to outperform from market perform. The upgrade reflects the firm's belief that WESCO's sales trends will become increasingly positive from easy comparisons over the next 12 months.</li>
    <li>RBC Capital upgraded Thomson Reuters (<a href="http://www.dailyfinance.com/quotes/thomson-reuters-corporation/tri/nys">TRI</a>) to top pick from outperform. The firm sees attractive returns over the next 12 to 18 months as the company's headwinds subside, and it raised its target price on shares to $43 from $41.</li>
    <li>Motorola (<a href="http://www.dailyfinance.com/quotes/motorola-inc/mot/nys">MOT</a>) was upgraded to hold from sell at Societe Generale.</li>
    <li>American Express (<a href="http://www.dailyfinance.com/quotes/american-express-company/axp/nys">AXP</a>) was upgraded to buy from neutral at BofA/Merrill.</li>
    <li>Schnitzer Steel (<a href="http://www.dailyfinance.com/quotes/schnitzer-steel-industries-inc/schn/nas">SCHN</a>) was upgraded to buy from neutral at UBS.</li>

In what some took as a good sign for big oil, the Houston-based company reported that <a href="http://money.aol.com/news/articles/qp/pr/_a/conocophillips-reports-third-quarter-net/rfid151211823">third quarter net income surged</a> 41% year over year to $3.39 per share, and that revenue also surged 52% to $70 billion. We'll see whether the good news extends to other petroleum giants scheduled to report quarterly results this week. </p>
<p>Analysts surveyed by Thomson Financial are looking for <a href="http://finance.aol.com/quotes/bp-p-l-c/bp/nys">BP</a> (NYSE: <a href="http://finance.aol.com/quotes/bp-p-l-c/bp/nys">BP</a>) profits to have grown 43.2% in the most recent quarter to $2.34 per share on revenue of $109.7 billion, and <a href="http://finance.aol.com/quotes/chevron-corporation/cvx/nys">Chevron Corp.</a> (NYSE: <a href="http://finance.aol.com/quotes/chevron-corporation/cvx/nys">CVX</a>) to post earnings up 39.4% to $3.25 per share on revenue of $86.8 billion. <a href="http://finance.aol.com/quotes/marathon-oil-corporation/mro/nys">Marathon Oil Corp.</a> (NYSE: <a href="http://finance.aol.com/quotes/marathon-oil-corporation/mro/nys">MRO</a>), <a href="http://finance.aol.com/quotes/exxon-mobil-corporation/xom/nys">ExxonMobil Corp.</a> (NYSE: <a href="http://finance.aol.com/quotes/exxon-mobil-corporation/xom/nys">XOM</a>), and <a href="http://finance.aol.com/quotes/royal-dutch-shell-plc-cl-a/rds.a/nys">Royal Dutch Shell</a> (NYSE: <a href="http://finance.aol.com/quotes/royal-dutch-shell-plc-cl-a/rds.a/nys">RDS.A</a>) likewise are expected to report higher net income of $2.33 per share (sales of $23.4 billion), $2.40 per share (sales of $131.4 billion), and $2.65 per share, respectively. Even <a href="http://finance.aol.com/quotes/valero-energy-corporation/vlo/nys">Valero Energy Corp.</a> (NYSE: <a href="http://finance.aol.com/quotes/valero-energy-corporation/vlo/nys">VLO</a>) is expected to post earnings slightly higher to $1.46 per share (sales of $36.4 billion), despite the effects of Hurricane Ike. Among these companies, only BP and Valero beat earnings expectations in the previous quarter. We have to stop kidding ourselves that the only reason commodity plays are going down is because of selling by hedge funds. Sure, it's exacerbating and speeding it up and taking it to levels where it may not even matter whether China exists, but it is all China, or more specifically, the absence of China.  <br /><br /> Take steel. An article in the Financial Times about steel consumption last week stated point-blank that it is going to slow "markedly" in the second half of this year. When you combining tight central banks in Europe -- totally as ridiculous as the tight money in the U.S. while it was obvious what was going to happen -- with China missing from the steel market, you get <a href="http://finance.aol.com/quotes/united-states-steel-corporation/x/nys">U.S. Steel</a> (NYSE: <a href="http://finance.aol.com/quotes/united-states-steel-corporation/x/nys">X</a>) (<a target="blank" href="http://find.thestreet.com/cgi-bin/texis/cramertake_free?site=tsc&amp;puc=aoljjc&amp;tkr=X">Cramer's Take</a>) down into the $80s pretty fast, because you get an inventory buildup quickly, and that leads to an endless series of price cuts as the world was going full-tilt not that long ago. Reports say that              SK Telecom is in talks with Sprint over <a href="http://dealbook.blogs.nytimes.com/2008/07/16/sprint-and-sk-telecom-said-to-discuss-partnership/">potential deals</a>.<br /><br />             Cleveland-Cliffs (NYSE: <a href="http://finance.aol.com/quotes/cleveland-cliffs-inc/clf/nys">CLF</a>) said it's going to buy Alpha Natural (NYSE: <a href="http://finance.aol.com/quotes/alpha-natural-resources-inc/anr/nys">ANR</a>) for <a href="http://www.bloomberg.com/apps/news?pid=20601087&amp;sid=abu.BmpIKzZw&amp;refer=home">$10 billion in cash and stock</a>, putting a 35% premium on Alpha's stock. ANR shares are trading 27% higher in premarket action. <p>Adding to the stock's appeal, the editor of <a href="http://www.thestockadvisors.com/ccount/click.php?id=2165">BullMarket.com</a> explains, "Event-driven hedge fund Harbinger Capital has been an aggressive buyer of the stock." Here's his review of the situation. </p>
<p>"Shares of Cleveland-Cliffs have been on fire, up over 150% year over year and they have more than doubled year to date. The Cleveland, Ohio-based company is the largest producer of iron ore pellets in North America and a major supplier of metallurgical coal to the global steel-making industry.</p>
<p>"Cleveland-Cliffs benchmarks iron ore prices to the price of steel, so when steel prices rise, so do iron ore prices. The company said all of its North American iron ore mines are producing at or near capacity. </p>
<p>"Cleveland-Cliffs ended the first quarter of 2008 with $186.5 million of cash and cash equivalents and $600 million in borrowings outstanding under an $800 million credit facility. The company expects to generate approximately $700 million in cash from operations in FY08 as it sells through its inventory. </p>
<p>"Event-driven hedge fund Harbinger Capital was an aggressive buyer of the stock in May, paying between $76.96 to $104.75 a share to add to its position in the name.
