(<a href="http://www.dailyfinance.com/quotes/moody-s-corporation/mco/nys" class="inlinked">MCO</a>). According to a regulatory filing, Warren Buffett's Berkshire Hathaway (<a href="http://www.dailyfinance.com/quotes/berkshire-hathaway-inc-cl-b/brk.b/nys">BRK</a>) sold 1.4 million shares, worth about $34 million, since Friday. Berkshire now has a 12% stake in Moody's, down from 13% in June.</p>
<p>It's possible that Moody's has simply become too high-maintenance an investment for Buffett.     <li>UBS upgraded Time Warner Cable (<a href="http://www.dailyfinance.com/quotes/time-warner-cable-inc/twc/nys" class="inlinked">TWC</a>) to buy from neutral. The firm believes fears regarding FCC reclassification of broadband are "overblown" and that industry fundamentals are bullish. The firm has a $57 target on the stock.</li>
    <li>Keefe Bruyette upgraded Stifel Financial (<a href="http://www.dailyfinance.com/quotes/stifel-finl-corporation/sf/nys" class="inlinked">SF</a>) to outperform from market perform on valuation following the recent pullback in shares. The firm has a $64 price target for the stock.</li>
    <li>Boeing (<a href="http://www.dailyfinance.com/quotes/the-boeing-company/ba/nys" class="inlinked">BA</a>) was upgraded to conviction buy from neutral at Goldman.</li>
    <li>RBC Capital upgraded Southern Union (<a href="http://www.dailyfinance.com/quotes/southern-union-company/sug/nys" class="inlinked">SUG</a>) to sector perform from underperform.</li>

<p>Here's how the game was played. Moody's chief executive, Raymond McDaniel, told a Senate panel on Friday that he was <em>not told</em> by Goldman about the fact that hedge fund Paulson &amp; Co. was betting against Goldman's Abacus securities. The latest tally, according to Bloomberg News, is <a target="_blank" href="http://www.businessweek.com/news/2010-03-26/reinsurers-issue-debt-at-fastest-pace-since-2005-correct-.html">$1.34 billion in additional borrowing</a>, with Endurance Specialty Holdings (<a target="_blank" href="http://www.dailyfinance.com/quotes/endurance-specialty-holdings-ltd/enh/nys">ENH</a>), a Bermuda-based company, recently selling $85 million in bonds. This came as a <a href="http://www.bloggingstocks.com/2009/12/28/early-estimates-for-retail-sales-favor-online/">surprise to analysts</a>, many of whom forecasted increases of 2% or more, though there were some calling for declines of up to 3%. The <a href="http://www.msnbc.msn.com/id/34857381/ns/business-retail/">holiday season wasn't enough</a> to overcome cautious consumer spending, which has been driven largely by an unemployment rate that remains stubbornly high at 10%. </p>
<p>Data from the Commerce Department released Thursday puts the decline in retail sales from November to December at 0.3%, while expectations were for an increase of 0.5%. Excluding auto sales, the drop was 0.2%, still weaker than the 0.3% increase anticipated by analysts. This decline follows an increase of 1.2% in October and 1.8% in November. In fact, it's ready to put more than $36 billion into the <a href="http://www.bloggingstocks.com/tag/insurance/">insurance</a> and <a href="http://www.bloggingstocks.com/tag/reinsurance/">reinsurance</a> world, according to analysts at reinsurance intermediary <a href="http://www.gccapitalideas.com" target="_blank">Guy Carpenter</a>, a division of Marsh &amp; McLennan (<a href="http://www.dailyfinance.com/quotes/marsh-and-mclennan-companies-inc/mmc/nys" target="_blank">MMC</a>). </p>

<p>Now, S&amp;P says it may downgrade its ratings on nine airlines and review one more. <a href="http://www.nytimes.com/2008/05/23/business/23air.html?ref=business">According to</a> <em>The New York Times</em>, "In total, 10 airlines, including all the major carriers, are now under the CreditWatch negative designation." The companies include <a href="http://finance.aol.com/quotes/amr-corporation/amr/nys">AMR</a> (NYSE: <a href="http://finance.aol.com/quotes/amr-corporation/amr/nys">AMR</a>), <a href="http://finance.aol.com/quotes/delta-air-lines-inc-del/dal/nys">Delta</a> (NYSE: <a href="http://finance.aol.com/quotes/delta-air-lines-inc-del/dal/nys">DAL</a>) and <a href="http://finance.aol.com/quotes/ual-corporation/uaua/nas">United</a> (NASDAQ: <a href="http://finance.aol.com/quotes/ual-corporation/uaua/nas">UAUA</a>).</p>
<p>S&amp;P says some of the airlines may even face Chapter 11.</p>
<p>It would be fair to ask where the ratings agency has been. Jet fuel prices are close to doubling in a year. Every airline faces huge losses throughout the rest of 2009. Some carriers have lost nearly 80% of their market value in a year. AMR now trades just above $6, down from almost $30. Its market cap is only 7% of annual revenue. In other words, the company trades close to its liquidation value.</p>
<p>S&amp;P has image problems for a reason. It either gets its calls wrong, or it gives them out way too late.</p>

Even though Berkshire Hathaway's $188 billion market capitalization is more than 20 times that of Moody's -- <strong>Buffett's $1.8 billion loss</strong> -- the 50% drop in the value of his 19.6% Moody's stake from its February 9, 2007 peak -- has to sting.</p>
<p>Moody's was already under fire over the U.S. mortgage market crisis when it took a fresh blow on Wednesday -- launching an investigation into a report that it had wrongly assigned triple-A ratings to about <a href="http://www.bloomberg.com/apps/news?pid=20601087&amp;sid=ar.8vyi373ZY&amp;refer=home">$4 billion</a> of complex European debt products -- Constant Proportion Debt Obligations (CPDOs), funds that used borrowed money to bet on credit-default swaps -- and had then not downgraded them. Buffett's comment: "I don't think one day will permanently change the franchise value of Moody's."</p>
<p>As I <a href="http://www.bloggingstocks.com/2007/08/15/toxic-waste-wrapped-in-gold-how-ratings-agencies-spurred-subpri/">posted</a>, the ratings agencies competed for lucrative fees from investment banks that created and sold these asset-backed securities. Moody's took in $3 billion for such structured finance ratings between 2002 through 2006.
