Who was Russell Sage? A Congressman from New York who was also a Wall Street financier who died with $70 million ... in 1906. His (sage) advice still works today, especially for stocks.<br />

If you can buy stocks when they're out of season, or more likely, out of favor, you've got a much better chance of making money than when everyone else is jumping on the band wagon. The key item to remember is this: there are four seasons in a year ... every year, and when you buy straw hats in the winter (on sale no doubt), you know summer will be coming and their price will go higher. There are no seasons in the stock market. A stock out of favor now could stay that way for a long, long, long time. Even go bankrupt. Well, we're starting to find out, and the picture doesn't look good.<br />

Goldman Sachs has downgraded the entire Homebuilders industry from Attractive to Neutral, dropped MDC Holdings Inc. (<a target="_blank" href="http://www.dailyfinance.com/quotes/m-d-c-holdings-inc/mdc/nys">MDC</a>) from its Conviction Buy List and dropped its price targets on 10 stocks in the industry.<br />
<br />
And really, who can blame them?<br />

We've seen new home sales plunge from 504K in April -- right before the tax credit expired -- to 300K in May. We've also watched housing starts and applications for new building permits dry up.     <li>Keefe Bruyette upgraded Columbia Banking (<a class="inlinked" href="http://www.dailyfinance.com/quotes/columbia-banking-system-inc/colb/nas">COLB</a>) to outperform from market perform following the company's secondary offering due to valuation. The firm has a $30 price target on the stock.</li>

And the FOMC made the pledge to keep rates low for extended periods. <br /><br />There was also a mixed picture on ADP and Challenger jobs data ahead of tomorrow's weekly jobless claims and ahead of Friday's key unemployment data. On the schedule are <a href="http://aol.ccbn.com/economiceventdetail.asp?event=2035945&amp;client=aol">consumer credit</a>, <a href="http://aol.ccbn.com/economiceventdetail.asp?event=2035908&amp;client=aol">construction spending</a>, <a href="http://aol.ccbn.com/economiceventdetail.asp?event=2038401&amp;client=aol">factory orders</a>, and <a href="http://aol.ccbn.com/economiceventdetail.asp?event=2039686&amp;client=aol">pending home sales</a> for June, the <a href="http://aol.ccbn.com/economiceventdetail.asp?event=2036020&amp;client=aol">employment situation</a>, the <a href="http://aol.ccbn.com/economiceventdetail.asp?event=2038453&amp;client=aol">Import Price Index</a>, and <a href="http://aol.ccbn.com/economiceventdetail.asp?event=2035973&amp;client=aol">new motor vehicle sales</a> for July, as well as the ISM <a href="http://aol.ccbn.com/economiceventdetail.asp?event=2038683&amp;client=aol">Manufacturing</a> and <a href="http://aol.ccbn.com/economiceventdetail.asp?event=2038707&amp;client=aol">Non-manufacturing</a> Indexes for July. </p>
<p>The week will also bring quarterly reports from home builders <a href="http://finance.aol.com/quotes/beazer-homes-usa-inc/bzh/nys">Beazer Homes USA Inc.</a> (NYSE: <a href="http://finance.aol.com/quotes/beazer-homes-usa-inc/bzh/nys">BZH</a>), <a href="http://finance.aol.com/quotes/d-r-horton-inc/dhi/nys">D.R. Horton Inc.</a> (NYSE: <a href="http://finance.aol.com/quotes/d-r-horton-inc/dhi/nys">DHI</a>), and <a href="http://finance.aol.com/quotes/pulte-homes-inc/phm/nys">Pulte Homes Inc.</a> (NYSE: <a href="http://finance.aol.com/quotes/pulte-homes-inc/phm/nys">PHM</a>). Yet again, analysts surveyed by Thomson Reuters expect all three to have narrowed their losses in the most recent quarter. However, they've all tended to post deeper-than-expected losses in recent quarters as well. Analysts also expect to see their revenue down 45% or more for the past quarter. They forecast long-term EPS growth of 7% or more, but none of these homebuilders has a First Call consensus buy recommendation, not surprisingly. Short interest is falling off for Beazer and D.R. Horton, and D.R. Horton and Pulte have been reporting positive cash flow from operations, but all three of them said they had more long-term debt than cash in hand last time around. The Dow ended the day up fractionally and the S&amp;P 500 was down less than one point. Institutional money continues to enter the markets, <a href="http://www.bloggingstocks.com/2009/06/08/cramer-on-bloggingstocks-inflow-of-money-trumps-the-bad-news/">says Jim Cramer</a>, and that has limited the size and duration of pullbacks. </p>
<p>Even as the uncertainty comes out of the markets, the clarity that replaces it is tepid at best. <span style="FONT-STYLE: italic">TheStreet.com's Jim Cramer is seeing signs of a coming boom, but he's still being cautious here. </span><br /><br />If you had to define the early cycle, if you had to outline what stocks should be soaring coming out of a recession into a boom and which ones should be faltering, you would have to say the action in this market in the last month is the quintessential behavioral pattern. <br /><br />What are the components of the early cycle? First, it's the homebuilders. As is typical coming out of a recession, the stocks precede the bottom of housing. That's exactly what's happening with the lowest permits and highest affordability and best mortgage rates and massive inventory. Everywhere, except on Wall Street reporting, the bottom is bursting out. When you read the lead story in the Sunday Philadelphia Inquirer, and it is all about the thousands of prospective homebuyers heading south to pick up condos and homes for half of what they were worth two years ago -- or even less -- and you know that virtually no one has broken ground in the Sunshine State in a year, you can bet that the bottom's actually behind us. This housing market has wiped out all but the most stable private builders and even the public ones are merging as we know from <a href="http://finance.aol.com/quotes/pulte-homes-inc/phm/nys">Pulte</a> (NYSE: <a href="http://finance.aol.com/quotes/pulte-homes-inc/phm/nys">PHM</a>) (<a href="http://find.thestreet.com/cgi-bin/texis/cramertake_free?site=tsc&amp;puc=aoljjc&amp;tkr=PHM" target="blank">Cramer's Take</a>) and <a href="http://finance.aol.com/quotes/centex-corporation/ctx/nys">Centex</a> (NYSE: <a href="http://finance.aol.com/quotes/centex-corporation/ctx/nys">CTX</a>) (<a href="http://find.thestreet.com/cgi-bin/texis/cramertake_free?site=tsc&amp;puc=aoljjc&amp;tkr=CTX" target="blank">Cramer's Take</a>). So, in the next cycle, you can see some profitability developing year over year even though the new homes don't have much margin because the foreclosed homes next door are going for a song. And don't believe this won't change the dynamic of future foreclosures. In most areas, rent is higher than the interest on mortgages, so you will find that second or third job needed to stay in your home. <p>Stocks are poised to open higher as investors await March retail sales data and the weekly unemployment report. Markets in Europe and Asia were higher. </p>
<p>Retail sales, though weak, may not be as bad as investors had feared. The FOMC Minutes from the March 17 to March 18 meeting were given <a href="http://247wallst.com/2009/04/08/fomc-minutes-mostly-spin-material/">some of the blame</a> for the late day sell-off, although if you have to read one-month old data to get insight into a post-Fed action event explaining it... then something is wrong. <br /><br />Hence the late-day recovery after that. The reality is that traders are still using any excuse to take a profit or to lighten up after a four-week run, and there are still buyers out there to meet them.
