- Citigroup upgraded Chevron (CVX) to buy from hold after raising its long-term oil price assumption to $80 per barrel from $65. The firm raised its target price for Chevron shares to $97 from $78 and said it expects oil prices to push towards $90 per barrel in the near-term. Note, Citi also upgraded BP (BP) and Petrobras (PBR) Monday morning to buy from hold.
- Jefferies upgraded Overseas Shipholding (OSG) and Nordic American Tanker (NAT) to buy from underperform as it expects crude oil tanker charter rates to improve in 2010 based on expectations for increased OPEC production levels. The firm raised its target on Overseas Shipholding to $60 from $22 and on Nordic American to $41 from $25.
- Goldman upgraded Corning (GLW) to buy from neutral as they believe the LCD cycle may have bottomed in 4Q09 vs. their previous expectation of 2H10. The firm raised its target to $23 from $18. Shares were also upgraded to buy from hold at Deutsche Bank on expectations that consensus estimates will trend higher due to robust TV demand and tight capacity. The firm raised its target price on shares to $24 from $19.
- Lam Research (LRCX) was upgraded to buy from neutral at UBS.
- Intel (INTC) was upgraded to hold from sell at Auriga.

- Credit Suisse upgraded Hewlett-Packard (NYSE: HPQ) to Outperform from Neutral and raised its target to $55 from $44 based on earnings momentum and a bottom in the Imaging and Printing segment. Note that Dell was downgraded to Neutral from Outperform.
- Jefferies upgraded Covance (NYSE: CVD) to Buy from Hold as it believes investor expectations are more reasonable following the company's conference presentation and that its Late Stage segment should continue to post strong results. The firm raised its target on shares to $65 from $5.
- Stephens upgraded Home Bancshares (NASDAQ: HOMB) to Overweight from Equal Weight to reflect improved capital levels and a better-than-expected near-term outlook. The firm raised its target on shares to $27 from $24.
- Citigroup upgraded Macy's (NYSE: M) to Buy from Hold after meeting with management as it believes the My Macy's localization is gaining traction. The firm raised its target on shares to $30 from $15.

MOST NOTEWORTHY: The Metals and Mining sector, Lamar Advertising and Rigel Pharmaceuticals were today's noteworthy initiations:- Banc of America initiated the Metals and Mining sector with an Equal Weight rating and believes investors should take a selective approach to stocks in the group. The firm initiated Alcoa (NYSE: AA) and RTI International Metals (NYSE: RTI) with Buy ratings and a $44 target and $41 target, and started Allegheny Tech (NYSE: ATI), Century Aluminum (NASDAQ: CENX) and Titanium Metals (NYSE: TIE) with Neutral ratings and a $64 target, $58 target and $12 target, respectively.
- Lamar Advertising (NASDAQ: LAMR) was initiated at Caris with an Above Average rating and $40 target. Caris is positive on the company's North American focus and exposure to the aggressive deployment of digital boards.
- Stanford believes Rigel Pharma's (NASDAQ: RIGL) lead drug R788 has the potential to be the first oral drug for rheumatoid arthritis and expects clinical news flow and partnerships to serve as catalysts. Shares were initiated with a Buy rating and $30 target.
