    <li>Credit Suisse upgraded Philip Morris (<a href="http://www.dailyfinance.com/quotes/philip-morris-international-inc/pm/nys">PM</a>) to outperform from neutral based on a better international outlook. </li>
    <li>JPMorgan upgraded ev3 Inc. (<a href="http://www.dailyfinance.com/quotes/ev3-inc/evvv/nas">EVVV</a>) to overweight from neutral. The firm sees upside potential to ev3's consensus estimates for 2010 and raised its target price on shares to $19 from $15. </li>
    <li>Vale (<a href="http://www.dailyfinance.com/quotes/vale-s-a/vale/nys">VALE</a>) was upgraded to overweight from equal weight at Barclays. </li>
    <li>Xilinx (<a href="http://www.dailyfinance.com/quotes/xilinx-inc/xlnx/nas">XLNX</a>) was raised to outperform from sector perform at RBC Capital. </li>
    <li>Shuffle Master (<a href="http://www.dailyfinance.com/quotes/shuffle-master-inc/shfl/nas">SHFL</a>) was upgraded at KeyBanc to buy from hold. </li>

<strong>Analyst initiations:</strong><br />

The firm is concerned by the company's debt load and narrowing maturity and thinks further cost reduction in China could be a challenge. The firm believes a fair price target range is $3.50-$4.50 per share. <br /></li>
    <li>JMP Securities views <a href="http://finance.aol.com/quotes/google-inc/goog/nas">Google</a> (NASDAQ<a href="http://finance.aol.com/quotes/google-inc/goog/nas">:GOOG</a>) as a long-term "must buy" given its dominant market position, strong balance sheet, and low valuation. Shares were initiated with an Outperform rating and $400 target. <br /></li>
    <li>Auriga started <a href="http://finance.aol.com/quotes/micron-technology-inc/mu/nys">Micron</a> (NYSE:<a href="http://finance.aol.com/quotes/micron-technology-inc/mu/nys">MU</a>) with a Buy rating and $5 target. The firm expects DRAM oversupply to ease in the second half of 2009 and believes Micron will not burn significant cash this year.</li>
    <li><a href="http://finance.aol.com/quotes/qualcomm-incorporated/qcom/nas">Qualcomm </a>(NASDAQ<a href="http://finance.aol.com/quotes/qualcomm-incorporated/qcom/nas">:QCOM</a>) was initiated at Morgan Stanley with an Equal Weight rating and $41 target. <br /></li>

Inc. (NASDAQ: <a href="http://finance.aol.com/quotes/yahoo-inc/yhoo/nas">YHOO</a>)</strong> and Microsoft Corp. (NASDAQ: MSFT) -- over the weekend there have been <a href="http://dealbook.blogs.nytimes.com/2008/12/01/microsoft-yahoo-deal-total-fiction-report-says/">conflicting reports</a> regarding the two. There were reports that Microsoft is going to offer $20 billion for Yahoo's search business, but then other sources said these are completely unfounded. Meanwhile, SAI posted that <a href="http://www.alleyinsider.com/2008/11/decker-sends-the-memos-now-and-other-signs-she-ll-be-yahoo-ceo">Sue Decker is the front runner</a> for the CEO job at the portal company. <em>YHOO and MSFT shares were down about 3.5% by 11:30 am.</em><br /><br /> <strong>General Motors Corp's (NYSE: <a href="http://finance.aol.com/quotes/general-motors-corporation/gm/nys">GM</a>)</strong> <a href="http://money.aol.com/news/articles/_a/bbdp/gm-board-reviews-restructuring-plan/263781">board met Sunday</a> to review a restructuring plan intended to win support for up to $12 billion in emergency funding from the U.S. government, according to different reports. GM's plan includes cuts to executive pay andcould indicate that the company will ask some bond holders to accept equity and a limited cash payout to redeem the debt they hold and focus on fuel-saving technology. <em>GM shares were down about 9% at 9 am.</em><br /><br />[Update 8:50 am: <strong>Johnson &amp; Johnson (NYSE: <a href="http://finance.aol.com/quotes/johnson-and-johnson/jnj/nys">JNJ</a>)</strong> has <a href="http://online.wsj.com/article/SB122813843073568767.html?mod=testMod">agreed to buy breast-implant maker</a> <strong>Mentor Corp. (NYSE: <a href="http://finance.aol.com/quotes/mentor-corporation-minn/mnt/nys">MNT</a>)</strong> for $1.07 billion, or $31 per Mentor share, a 92% premium to Friday's closing price. The deal, expected to close in the first quarter of 2009, is expected to have a dilutive impact to Johnson &amp; Johnson's 2009 earnings per share of approximately <money>$0.03 - $0.05</money>. Take flying on airplanes for example, where consumers want low fares but also grumble about stuff like having to pay for the peanuts. Irish carrier <a href="http://finance.aol.com/quotes/ryanair-holdings-plc-american-depositary-shares/ryaay/nas">Ryanair</a> (NASDAQ: <a href="http://finance.aol.com/quotes/ryanair-holdings-plc-american-depositary-shares/ryaay/nas">RYAAY</a>) has ultra-low fares, but also little in the way of free amenities: Seat assignments, checked bags, early boarding, and food all cost extra.</p>
<p>SkyBus Airlines will be trying that approach here in the States, with fares starting at as little as $10. It's going to charge $5 per checked bag, and will even sell the right to have your company's logo on its planes (I nominate BloggingStocks).</p>
<p><a href="http://ask.skybus.com/about/rules-of-flying.shtml">SkyBus's Rules of Flying</a> sound like they were written by the Soup Nazi from <em>Seinfeld</em>: Bring cash for food, bring a book, don't call us, and don't be late.</p>
<p>Here's what I like about this airline: You only pay for the services you want. People might like the idea of free peanuts and free baggage checking, but, Economics 101 folks: Nothing is really free. Instead of having every passenger absorb the cost of free peanuts, why not just charge the people who want them? It makes perfect sense to me.</p>
<p>We'll see how SkyBus does.
