Crude futures are recently down 0.78% to $85.21 according to Bloomberg. RDS.A over all option implied volatility of 20 is below its 26-week average of 23, according to Track Data, suggesting decreasing price fluctuations.</p>
<p>DJ US Real Estate Index Fund (<a href="http://www.dailyfinance.com/quotes/ishares-dow-jones-us-real-estate/iyr/nys/option-chains">IYR</a>) closed at $50.96. IYR overall option implied volatility of 23 is below its 26-week average of 31, according to Track Data suggesting decreasing price movement.</p>

Regulators and lawmakers in the U.S. are looking for stiffer penalties to thrust upon companies that do business with Iran. And insurers, likely acutely aware of how risk can spread, are starting to pull back.</p>
<p>Munich Re (<a href="http://www.dailyfinance.com/quotes/munich-re-n-ord-muenchen-rueckv/0kfe/ise" target="_blank">0KFE</a>) and Allianz (<a href="http://www.dailyfinance.com/quotes/allianz-se-sp-adr/azsey/nao" target="_blank">AZSEY</a>) announced that they are suspending business in Iran, <a href="http://www.businessinsurance.com/article/20100228/ISSUE01/302289975" target="_blank">according to a report by <em>Business Insurance</em></a>. Neither company, however, stands to lose much. The WSJ says one of the many scenarios suggested by observers is XOM buying RDS.A. RDS.A overall option implied volatility of 41 is near its 26-week average according to Track Data, suggesting non-directional fluctuations. </p>

XLE February option implied volatility of 55 is above its 26-week average of 48, according to Track Data, suggesting larger price movement.</p>

That's because the majority of the Gulf of Mexico's oil production is shut down in anticipation of Gustav's force.</p>
<p>Exactly how much production is being shut down? <a href="http://money.cnn.com/news/newsfeeds/articles/djf500/200808301801DOWJONESDJONLINE000478_FORTUNE5.htm"><em>CNNMoney</em></a> reports that "energy producers have shut in approximately 77% of oil output and 37% of natural gas production in the Gulf of <location></location>Mexico." This is affecting three producers particularly hard -- <strong><a href="http://finance.aol.com/quotes/royal-dutch-shell-plc-cl-a/rds.a/nys">Royal Dutch Shell PLC</a></strong><orgid value="NYSE:RDSA"></orgid> (NYSE: <a href="http://finance.aol.com/quotes/royal-dutch-shell-plc-cl-a/rds.a/nys">RDS.A</a>), <org></org><strong><a href="http://finance.aol.com/quotes/bp-p-l-c/bp/nys">BP PLC</a></strong><orgid value="NYSE:BP"></orgid> (NYSE: <a href="http://finance.aol.com/quotes/bp-p-l-c/bp/nys">BP</a>) and <strong><a href="http://finance.aol.com/quotes/chevron-corporation/cvx/nys">Chevron Corp.<orgid value="NYSE:CVX"></orgid></a></strong> (NYSE: <a href="http://finance.aol.com/quotes/chevron-corporation/cvx/nys">CVX</a>). </p>
<p>And the production shut-down is significant -- "nearly 1 million barrels of daily oil production is now shut down. The last time this happened was in <chron></chron>November 2005, after Hurricanes Katrina and Rita. Davenport &amp; Company raised its rating to Buy with an $85 target price on May 27. <br /></p>

This is the fifth incident of such attacks in recent weeks. <a href="http://news.bbc.co.uk/2/hi/africa/7382516.stm">The BBC report</a> states: "Several previous ones have been blamed on supporters of the militant leader Henry Okah, who is currently awaiting trial on treason charges."<br /><br />A Shell Oil spokesperson is quoted as stating that multiple oil delivery lines are affected and that some amount of oil has spilled into the environment. The company is undertaking oil containment measures and production volume has been reduced. <a href="http://www.reuters.com/article/worldNews/idUSL0369137220080503?feedType=RSS&amp;feedName=worldNews">Reuters News Service reported</a>: "...the rebel <span class="yshortcuts" id="lw_1209830312_3" style="BACKGROUND: 0% 50%; CURSOR: pointer; BORDER-BOTTOM: medium none; -moz-background-clip: -moz-initial; -moz-background-origin: -moz-initial; -moz-background-inline-policy: -moz-initial">Movement for the Emancipation of the Niger Delta</span> (MEND) ... has already knocked 164,000 barrels a day off Shell's production in Nigeria with a pipeline bombing last month."<br /><br />According to Reuters, local security forces are reporting that not just oil delivery lines have been affected. They claim that three oil wells and other equipment were also subjected to damage. Additionally, this news of sabotage comes on the heels of an eight day Nigerian labor strike against <a href="http://finance.aol.com/quotes/exxon-mobil-corporation/xom/nys">Exxon Mobil Corp.</a> (NYSE: <a href="http://finance.aol.com/quotes/exxon-mobil-corporation/xom/nys">XOM</a>). That strike ended this past Thursday and had temporarily cut that company's Nigerian oil production in half. <p>In what is sure to be only the latest event in a long case of protracted legal wrangling, a San Francisco federal appeals court has ordered <a href="http://finance.aol.com/quotes/royal-dutch-shell-plc-cl-a/rds.a/nys">Royal Dutch Shell Plc</a>'s (NYSE: <a href="http://finance.aol.com/quotes/royal-dutch-shell-plc-cl-a/rds.a/nys">RDS.A</a>) vessels to <a href="http://www.bloomberg.com/apps/news?pid=20601082&amp;sid=aj_tLAA._HY0&amp;refer=canada">stop all operations in the Beaufort and Chuckchi Seas</a>. Environmental groups and Eskimo villages are seeking greater research into the effect drilling will have on marine wildlife in the region, and the judge agreed to give them time.</p>
<p>Shell isn't too happy. The company claims to have spent $200 million on the project already, including extensive research on the effect drilling will have on the environment, and has also formulated a plan to deal with oil spills. Of course, it's easy to be skeptical of an oil company's studies on environmental impact.</p>
<p>The Department of the Interior has supported drilling but, given the recent scandals involving global warming and political pressure on scientists, the department is not as high on credibility as it once was.</p>
