- Deutsche Bank upgraded Intercontinental Exchange (ICE) to buy from hold on valuation following the recent pullback in shares. The firm raised its target price on shares to $113 from $108.
- UBS upgraded General Dynamics (GD) to buy from neutral based on improved defense risk profile and stabilization in the business jet market. The firm raised its target to $80 from $70.
- FBR Capital upgraded SunTrust (STI) to outperform from market perform on expectations that regional banks will outperform the large money center banks in this environment. The firm raised its price target on shares to $28 from $22.
- SAP AG (SAP) was upgraded to buy from neutral at BofA/Merrill.

Closing Bell: Give and take on FOMC Day (TMH, ACHN, INTC, AMD, NVDA, FNM, FRE, DPTR, PLA)
The markets were very mixed going into the close and which direction the closing bell was going to be was not known until right at the close. Core consumer inflation seems to still be contained, although oil rose sharply today on supply and refining concerns. Even the FOMC decision to keep rates at the near-zero policy and keeping the "extended time" phrase on for extremely low fed funds rates did not hurt the markets today. Here were today's unofficial closing bell levels:

Team Health: Feeling some pain on its IPO
While there was an uptick in the IPO market during the past couple months, it looks like things are cooling down. It seems that investors are holding off from riskier investments until next year.
Unfortunately, this is not good news for Team Health Holdings (TMH), which launched its IPO Wednesday. The company planned to issue 20 million shares at a range of $14 to $16. Instead, Team Health was only able to fetch $12 each for 13.3 million shares. The stock price was up 43 cents in morning trading.
