<p>On Tuesday, look for the <a target="_blank" href="http://www.dailyfinance.com/glossary/ISM%20Manufacturing%20Index">ISM Manufacturing Index</a> for February and <a target="_blank" href="http://www.dailyfinance.com/glossary/Construction%20Spending">construction spending</a> numbers for January. That's followed on Wednesday by the week's first employment data: the <a target="_blank" href="http://www.dailyfinance.com/glossary/Challenger%20Job-Cut%20Report">Challenger Job-Cuts</a> announcement and the <a target="_blank" href="http://www.dailyfinance.com/glossary/ADP%20National%20Employment%20Report">ADP employment report</a> for February. The stock is finally starting to get some respect from institutional investors (IIs).</p>

URS should trade above $50 in 2011, according to my analysis<br />
<br />
Look for URS to post a modest 2-3% revenue increase in 2010, followed by a 10-15% rise in 2011. Long-term, both federal government-related and private sector (industrial and commercial) work should gradually attract more institutional investors (IIs) back to the stock in 2011, after a portion of the less-patient IIs exited their URS position this year.<br />
<br />

<br />
If you managed to survive the plunge, there is modest good news: shares have rebounded, but by no means has URS registered a trend reversal yet of its bear-hug pattern.<br />
<br />
One culprit in URS's plunge is the company's likely, modest, 2-3% revenue increase in 2010. Traders plowed into 3,378 new <a href="http://www.dailyfinance.com/glossary/Call%20Option" class="inlinked">call option</a> contracts -- 10.21 times the average volume -- on the stock on Tuesday. And we know that traders were eager to get into this trade because 94% of the trades came in on the ask price.<br />
<br />
Patterson-UTI faces resistance just below $17. The stock closed Tuesday at $16.19, up 9.42% during the past month.<br />
<br />
Option traders also look like they are preparing for a bearish move on iShares iBoxx $ Invest Grade Corp Bond (<a href="http://www.dailyfinance.com/quotes/ishares-gs-investo/lqd/nys" class="inlinked">LQD</a>). Traders bought 10,043.00 new <a href="http://www.dailyfinance.com/glossary/Put%20Option" class="inlinked">put option</a> contracts -- 7.92 times the average volume -- on the stock. A full 100% of these trades also came in on the ask price.<br />

Here's why:</p>
<p>URS Corp's likely stock trend is higher because industrial and commerce power project activity should bottom in the quarters ahead, and that fact, combined with a lack of project cancellation by state and local governments, and new federal projects, should convince institutional investors (IIs) that URS's revenue growth will accelerate in FY2010. From the way, institutions dumped the stock in October 2008, one would think that the United States would not build or repair another electric or water system or build another public facility. From a high over $60, the Street hammered shares to a low around $20. Or, as a CEO friend of mine says when he sees irrational behavior in a corporate environment, "It was a <span style="FONT-STYLE: italic">totally unacceptable</span> thought process."</p>

Most of the S&amp;P 500 companies already have reported on the past quarter, which means dismal earnings news is largely behind us, at least for a while. And although it does not get much media attention, there is something that investors can do when the stock market moves against them. They can set stop losses on their stocks which limit how much money they can lose. Specifically, if an investor buys a stock at, say, $20 a share, he or she can issue a limit order which requires the broker to sell the stock when it declines to a lower price, say, $18. Such a limit order would limit the investor's loss to 10%.</p>
<p>This comes to mind in considering why the average stock in my investment newsletter gained 15% in 2008 when the S&amp;P 500 fell <a href="http://www.nytimes.com/2009/01/02/business/worldbusiness/02global.html?ref=business">38.5%</a>. My monthly newsletter analyzes broad economic trends and bores into specific industries. It also picks three stocks each month for subscribers to consider. During the first half of 2008, the energy and commodities stocks mentioned boosted its performance to +29% through the end of June. Then the bottom began to fall out as commodity prices tumbled and the financial services industry collapsed.</p>
<p>Thanks to the 2% stop loss rule -- which automatically sells any stock that falls 2% below the price at which it was mentioned in the newsletter -- the low point for the year was -1% at the end of October. By the end of 2008, only four of the 36 stocks mentioned remained in the portfolio. However, thanks to a surprising boost in one stock mentioned at the end of October and the three stocks picked at the end of November, the average stock was up 15% by the end of 2008. It shows you that what has hurt the other companies, particularly <a href="http://finance.aol.com/quotes/chicago-bridge-and-iron-co-n-v-netherlands/cbi/nys">Chicago Bridge &amp; Iron</a> (NYSE: <a href="http://finance.aol.com/quotes/chicago-bridge-and-iron-co-n-v-netherlands/cbi/nys">CBI</a>) (<a href="http://find.thestreet.com/cgi-bin/texis/cramertake_free?site=tsc&amp;puc=aoljjc&amp;tkr=CBI" target="blank">Cramer's Take</a>), is pure execution. <br /><br />  This gigantic beat also serves to remind us of the big dichotomy. They have proven without a shadow of a doubt that this is not their strong suit. The proposed <a href="http://www.cnn.com/2008/POLITICS/01/29/economic.stimulus/">economic stimulus package</a> has bi-partisan support and calls for an estimated $156 billion of tax rebates ranging from $500 to $1,000 (+ $300 for each child) that might show up in May.</p>
<p>If we are going to add on to our already humungous joke of national debt, than I want to invest this capital in something that will bring a higher return on invested capital (ROIC) than the paltry one time <em>mad money</em>. That expenditure should be for national infrastructure projects like roadways, bridges, tunnels, and waterways.</p>
<p>We have all heard about the poor condition of our national infrastructure and the hundreds of billions of dollars of repair work and replacement that is desperately needed.</p>
<p>This alternative would bring visible results that every single person in the country would benefit from and improved linkages always stimulate economic growth.
