Markets were mixed into the closing bell today and down to the wire as indexes fluctuated between positive and negative. The FOMC kept rates at zero and committed to ongoing quantitative easing measures, which includes reinvesting monies coming in from its existing securities portfolio. Retail and electronics were weak based on an
earnings disappointment.

- Citigroup assumed coverage of Boeing (BA) and upgraded the stock to Buy from Hold due to its positive view on the aerospace cycle and valuation. The firm raised its target for shares to $80 from $73.
- Morgan Stanley upgraded Motorola (MOT) to Overweight from Underweight citing expectations for higher handset margins driven by Android. The analyst raised Android unit shipping estimates and earnings estimates. The firm raised its price target on shares to $9.75 from $8.75.
- Susquehanna upgraded SINA Corporation (SINA) to Positive from Neutral and has a $50 target on the stock. The firm said Sina'a Twitter like service called 'Sina Weibo' has seen exponential growth and will crate huge value for the company.

- Frontier Communications (FTR) was upgraded to Sector Perform from Underperform at RBC Capital and to Buy from Hold at Hudson Square.

Veeco Instruments (
VECO) soared to a new 52-week high of $54.50 this morning, as traders cheered the company's
latest earnings report. In fact, the shares are now lingering in territory last explored nearly nine years ago. So, is it too late for bulls to jump on the stock's bandwagon?
Well, not necessarily. VECO is currently hovering above several potential levels of technical support, including its 10-day and 20-day moving averages. Plus, the stock's Relative Strength Index (RSI) of 73 is planted in overbought territory, suggesting the equity could be due for a pullback. As evidence that buying pressure is beginning to wane, VECO has retreated steadily since tapping that new 52-week high earlier in the session.
