• Jefferies upgraded Check Point Software (NASDAQ: CHKP) to Buy from Hold as they believe the recently acquired Nokia security appliance business should drive 2009 revenue and EPS meaningfully higher. The firm raised their target price to $27 from $20.
  
• Goldman upgraded Motorola (NYSE: MOT) to Buy from Neutral and added shares to its Conviction Buy List. The firm expects shares to outperform even if phones don't given the overly negative value for the business.
  
• Research in Motion (NASDAQ: RIMM) was upgraded to Outperform from Sector Perform at RBC Capital. The firm cites improving margin visibility and execution, and lowered expectations for the upgrade.
• Ares Capital (NASDAQ: ARCC) was upgraded to Neutral from Underweight at JP Morgan.
  
• Canadian Pacific (NYSE: CP) was raised at Canaccord to Buy from Hold.
  
• Lloyds TSB (NYSE: LYG) was upgraded to Buy from Neutral at UBS.

• JP Morgan downgraded Venoco (NYSE: VQ) to Underweight from Overweight based on valuation and debt concerns.
  
• UBS downgraded MEMC Electronic (NYSE: WFR) to Neutral from Buy, added shares to the Short-Term Sell List and lowered their target to $14.50 from $20. The firm believes 2009 wafer sales will be much worse than expected.
  
• Deutsche Bank downgraded SINA (NASDAQ: SINA) to Hold from Buy to reflect integration risks from the recent acquisition of Focus Media's digital OOH assets as they see little room for near-term upside.
• Palm (NASDAQ: PALM) was lowered to Neutral from Overweight at JP Morgan.
  
• Polo Ralph Lauren (NYSE: RL) was cut to Sell from Neutral at Goldman.
  
• Telus (NYSE: TU) was downgraded at Banc of America/Merrill to Underperform from Neutral.

• Societe Generale believes HSBC (NYSE: HBC) will need to cut its dividend and raise additional capital in order to strengthen its capital base. Shares were initiated with a Sell rating.
  
• Citigroup initiated United Technologies (NYSE: UTX) with a Hold rating and $55 target. The firm sees downside risk to the company's guidance and believes consensus estimates could be too high.
  
• B. Riley assumed Matrixx Initiatives (NASDAQ: MTXX) with a Buy rating and $22 target. The firm finds shares attractively valued and sees limited downside risk from current levels.
• ASML Holding (NASDAQ: ASML) was initiated at Deutsche Bank with a Hold rating.

• Banc of America initiated the Metals and Mining sector with an Equal Weight rating and believes investors should take a selective approach to stocks in the group. The firm initiated Alcoa (NYSE: AA) and RTI International Metals (NYSE: RTI) with Buy ratings and a $44 target and $41 target, and started Allegheny Tech (NYSE: ATI), Century Aluminum (NASDAQ: CENX) and Titanium Metals (NYSE: TIE) with Neutral ratings and a $64 target, $58 target and $12 target, respectively.
  
• Lamar Advertising (NASDAQ: LAMR) was initiated at Caris with an Above Average rating and $40 target. Caris is positive on the company's North American focus and exposure to the aggressive deployment of digital boards.
  
• Stanford believes Rigel Pharma's (NASDAQ: RIGL) lead drug R788 has the potential to be the first oral drug for rheumatoid arthritis and expects clinical news flow and partnerships to serve as catalysts. Shares were initiated with a Buy rating and $30 target.

• Thomas Weisel assumed Salesforce.com (NYSE: CRM) with an Overweight rating and $90 target.
  
• International Flavors (NYSE: IFF) was initiated at Lehman with an Underweight rating.
  
• JP Morgan started Ares Capital (NASDAQ: ARCC) with an Underweight rating.

• Roth Capital believes Chico's FAS (NYSE: CHS) growth will be back on track given the changes within the merchandise organization and recent infrastructure investments, and initiated shares with a Buy rating and $24 target.

• Pacific Crest believes MetroPCS's (NYSE: PCS) low-cost business model creates opportunities and that its large market focus should drive outperformance, and initiated shares with an Outperform rating.

• JMP Securities believes near-term upside in Federated Investors (NYSE: FII) could be seen with hurricane season and resumed coverage of Federated Investors with an Overweight rating and $178 target.

In recent posts, I have reviewed the newsletter advisors' Top Picks from 2007, first highlighting stocks that were in the healthcare, tech, and telecom sectors and then highlighting favorites in the out-of-favor metals and energy areas.

To conclude this review, I'm turning now to the most popular sector in this year's annual Top Picks report -- financial stocks. Of particular note this year is the type of financial stocks that rose to the top of the advisors' buy lists.

In past years, it was routine to see brokerage firms and large cap consumer banks among the Top Picks. This year, only one such company was chosen; Citigroup Inc. (NYSE:C) was selected as the favorite stock of both Mark Skousen and Kelley Wright.

Outside of Citi, the advisory community looked to an area that has rarely been cited in previous Top Picks reports --specialty finance companies. For example, Gordon Pape selected Brookfield Asset Management, which provides financing to real estate ventures.

Neil George chose a pair of companies spun off from Australia's Macquarie Bank. Both the Macquarie Infrastructure Trust (NYSE:MIC) and the Macquarie Infrastructure Group (OTC:MCORF) provide financing to global road, bridge, and airport development projects.

Each year, Steven Halpern, editor of TheStockAdvisors.com, surveys the leading financial newsletter advisors asking for their favorite stocks for the coming year. This article is part of his 24th annual Top Stocks Report.

Ares Capital (NASDAQ: ARCC) is the favorite speculative stock for 2007 from income specialist Carla Pasternak. The editor of High Yield Investing says, "Ares is a business development company that invests in private or thinly traded companies.

"Known as BDCs, these companies either buy an equity interest in promising firms, or they provide them with loans at above-average rates. Since going public in October 2004, Ares has built a $900 million portfolio of debt and equity securities, with a take in about 50 privately owned businesses.

"Ares is one of the fastest dividend growers I have seen. It has raised its dividend every single quarter for the past year, and its quarterly payouts have increased 33% in just two short years since the company paid its first dividend.

"If you annualize Ares' latest declared quarterly dividend of $0.40 per share, that brings the security's payout to $1.60 per share ($0.40 x 4 payments), giving the stock a forward yield of 8.3%. However, if you add in the $0.10 special dividend paid at the end of 2006, ARCC yields 8.8%.
