Seems that even this shortened week was full of news and happenings, in the U.S. and around the world. With Citigroup Inc. (NYSE: C) being bailed out by the U.S. government at the beginning of the week and China announcing fiscal and monetary stimulus plans, the Dow industrials finished in positive territory four days in a row.But as analysts and pundits, as well as each and every economic release -- in the U.S. and around the world -- remind us, we are not out of the woods yet and the rally has really been a bear-market rally.

"Among contrarians, one advisors stands out among all others: David Dreman," notes John Reese, editor of the Validea newsletter.
His advisory service selects stocks based on the strategies of time-tested investors, he reviews Dreman's approach and offers one stock that matches the contrarian's investment profile -- specialty metals firm, Allegheny Technologies (NYSE: ATI).

Allegheny Technologies (NYSE: ATI) produces
specialty metals. Products include titanium and titanium alloys, nickel-based alloys and superalloys, stainless and specialty steels, tungsten materials, zirconium, hafnium and niobium. The steels, the nickel alloys and the titanium alloys are offered as plate, sheet, engineered strip, precision rolled strip, and grain-oriented electrical products. The company also offers forgings and castings. Its biggest customers are in the aerospace, chemical process, and oil and gas industries.
Investors were pleased earlier in the week, when Allegheny issued upside EPS guidance for Q2. Management said it expected $1.65-$1.67, up from its earlier view that earnings would be somewhat higher than the $1.40 per share of Q1. The Street had been looking for $1.53. The CEO noted that the firm's risk management programs were reducing the impact of volatile input costs.

Analyst downgrades: ATI, CRS, HAYN, MOT and Machinery stocks
MOST NOTEWORTHY: Allegheny Tech, Carpenter Tech, Haynes, Motorola and Machinery stocks were today's noteworthy downgrades:- JP Morgan downgraded Allegheny Tech (NYSE:ATI), Carpenter Tech (NYSE:CRS) and Haynes (NASDAQ:HAYN) to Neutral from Overweight based on the decline in nickel prices and its impact on nickel-based metals demand on valuation, as they find the risk/reward less attractive following the recent rally and increased raw material costs.
- Oppenheimer downgraded shares of Motorola (NYSE:MOT) to Underperform from Perform after channel checks indicated the company could miss Q2 handset guidance and continued market share losses.
- UBS said the risk/reward profile for owning Machinery stocks given macro challenges and valuations. The firm downgraded Caterpillar (NYSE:CAT) and Kennametal (NYSE:KMT) to Sell from Neutral and United Rentals (NYSE:URI) and RSC Holdings (NYSE:RRR) to Neutral from Buy. Additionally, shares of Paccar (NASDAQ:PCAR) were cut to Sell from Neutral and Navistar (OTC:NAVZ) was downgraded to Neutral from Buy due to weak U.S. truck demand.
AMD (AMD) heads toward oblivion
AMD (NYSE:AMD) announced its sixth straight loss. For the first quarter of 2008, the company reported a net loss of $358 million, or 59 cents a share, compared with a net loss of $611 million, or $1.11 a share, for the year-earlier period.
MarketWatch writes "Revenue was $1.5 billion, up from $1.23 billion for the year-ago period. Analysts had expected the chipmaker to report a loss of 48 cents a share on revenue of $1.52 billion, according to FactSet Research."
The company's survival as an independent company remains at stake. The firm said that second quarter results would be down.
AMD still carries long-term debt of over $5 billion and with operating losses it remains difficult to see how the company can attack an amount of that magnitude while still investing aggressively in R&D. Larger rival Intel (NASDAQ:INTC) has the balance sheet and cash flow to continue to launch new chips, many of which have features superior to those of AMD products.
AMD may have only two choice now. One would be to sell the company to a more successful chip operation like Nvidia (NASDAQ:NVDA). The other is to auction off its graphics chip operation ATI, and hope that it can get enough money to help take down a large portion of its long-term debt obligations.
Either way, AMD is unlikely to look that same as it does now by the end of the year.

One possible company mentioned as a suitor for ATI is US Steel (NYSE: X). After hitting a one-year high of $119.7 last April, the stock hit a one-year low of $59.00 in January. ATI opened this morning at $79.00. So far today the stock has hit a low of $79.00 and a high of $84.22. As of 1:15, ATI is trading at $83.39, up $3.39 (4.3%). The chart for ATI looks bullish and steady, while S&P gives the stock a neutral 3 Stars (out of 5) Hold rating.
