Opco set a $31 price target on the stock. </li>
    <li>FBR Capital upgraded Frontline (<a href="http://finance.aol.com/quotes/frontline-ltd/fro/nys">FRO</a>) to outperform from market perform after raising its rating on the tanker industry to overweight. The firm raised its target on shares to $33 from $23. </li>

It seems that in this terrible economy, people might be taking the opportunity to go to a trade school to get training in a new field. If you think that the stock won't fall by too much in the coming months, then now could be a good time to look at a bullish hedged trade on CECO.<br /><br />CECO opened this morning at $21.60. So far today the stock has hit a low of $20.14 and a high of $23.90. As of 12:00, CECO is trading at $23.54, up $3.88 (19.7%). CEO Gary McCullough insists that <a href="http://phx.corporate-ir.net/phoenix.zhtml?c=87390&amp;p=IROL-NewsText&amp;t=Regular&amp;id=1072777&amp;">3Q 2007 numbers</a> are "positive indicators for future performance." That's good, because the current numbers are flunking. </p>
<p>Career Education's problem is not just a set of numbers heading in the wrong direction. Like many for-profit educational services providers, Career Education markets its programs to online students. Many online programs are cheaper to run than bricks and mortar campuses. Career Education has an increasing online enrollment, but operates online programs at a lower overall profit margin. The more online students, the lower the profit per student, therefore the bigger the decline in revenue. Online income dropped $15.3 million in 3Q 2007 alone. The drop in online income is the major factor in the YTD $200 million decline in consolidated revenue.</p>
<p>Career Education is currently negotiating the sale of 11 schools and campuses and has recorded a $4.3 million loss from discontinued operations as a result. The company has reduced capital expenditures by 25%, and taken steps to trim administrative, admissions and bad debt expenses. The company repurchased $150 million of its stock in 3Q 2007, part of a much larger $800 million buyback. There are a variety of for-profit educational equities capable of earning a passing grade from investors. He also is looking for a turnaround in publicly traded education stocks. The stocks he likes are Apollo Group (NASDAQ: APOL), Career Education (NASDAQ: CECO) and Corinthian Colleges (NASDAQ: COCO).<br /><br />Apollo has been putting a lot of money into its on-line community college program, Axia College, which it hopes can accelerate Apollo's growth rate. Management is hopeful Axia will be a feeding tube for its four-year on-line college, University of Phoenix.<br /><br />Samberg also believes Career Education, which has been a real bloodbath, could be ripe for a turnaround under new management.<br /><br />Publicly traded education stocks, as an industry, have stayed away from using leveraged balance sheets.     <li><strong>Career Education Corp.</strong> (NASDAQ:<a href="http://finance.aol.com/quotes/career-education-corporation/ceco/nas?tabs=quotesandnews">CECO</a>) was downgraded to Hold from Strong Buy at Matrix USA due to the declining environment that is leading to slower sales growth. </li>
