MOST NOTEWORTHY:

• Radian Group (NYSE: RDN) was downgraded to Hold from Buy with a $23 target at Citigroup on concerns over the company's potential merger with MGIC Investment (MTG).

• Heelys (NASDAQ: HLYS) was downgraded to Neutral from Outperform at Baird, to Hold from Buy at Brean Murray, to Neutral from Overweight at JP Morgan, to Sector Performer from Outperformer at CIBC and to Market Perform from Outperform at Wachovia following the company's FY07 guidance which was well below the consensus.

• Sonus Networks (NASDAQ: SONS) was downgraded to Sell from Neutral at Merriman, as the firm believes there are a number of concerns that are not reflected in shares, including a flat N-T revenue outlook, a cut in 700bp in gross margins and a sharp uptick in receivable days, among other things.

• LeapWireless (NASDAQ: LEAP) and MetroPCS were both downgraded to Hold from Buy at Citigroup, as they believe the break in subscriber momentum will last for 6-9 months. Wachovia downgraded Leap Wireless to Market Perform from Outperform citing mixed Q2 results and weak Q3 guidance.

• UBS removed Coca-Cola (NYSE: KO) and Coach (NYSE: COH) from its Strategic Stock Selection List.

• Jones Apparel (NYSE: JNY) was downgraded to Sell from Neutral at Merrill Lynch.

• CBRE Realty (NYSE: CBF) and Dick's Sporting Goods (NYSE: DKS) were downgraded to Hold from Buy at Citigroup.

• JP Morgan started Nokia Corp (NYSE: NOK) with an Overweight rating, believing the handset market is strong and expects gross profits to rise in 2007.

• Soleil wants to wait on the sidelines of Fortune Brands Inc (NYSE: FO), initiating shares with a Neutral rating, given the potential acquisition of Sweden's V&S Group along with the softness in the home and hardware segment.

• Soleil also started Whirlpool Corp (NYSE: WHR) with a Hold rating based on valuation, which they believe reflects the company's outlook through 2009.

• Nollenberger expects Dick's Sporting Goods (NYSE: DKS) will continue to outperform its peers, starting shares off with a Buy rating, and believes the recent pullback provides a compelling buying opportunity.

• KeyBanc is positive on Kona Grill's (NASDAQ: KONA) differentiated brand, compelling unit economics, positive SSS opportunity and growth, starting shares with a Buy rating...

• Ceva, Inc (NASDAQ: CEVA) was initiated at CIBC with a Sector Outperform rating.

• Black & Decker Corp (NYSE: BDK) and Briggs & Stratton Corp (BGG) were initiated with Hold ratings at Soleil.

• La Jolla Pharmaceutical Co (NASDAQ: LJPC) was started with a Sell rating at Lazard.

• Aviza Technology, Inc (NASDAQ: AVZA) was initiated with a Hold rating at Needham.

Dick Parsons for New York City mayor? A few weeks ago, I picked out an interesting tidbit in a story on why Parsons should be fired: Gramercy Capital Management's Joan Lappin dribbled the tantalizing rumor that the Time Warner CEO was considering a run for mayor when Michael Bloomberg's term is up in 2009.

Today's New York Magazine says "it's all but official." Parsons will run, with some insiders even saying he'll hand over the CEO position to Bewkes (Lappin said this, too) before his current contract ends in 2008. Naturally Parsons has said he'll fulfill his contract, but not opined on the mayoral run.

Frank Barnako of MarketWatch says this must be why Carl Icahn is buying up shares of Time Warner, while DealBreaker.com says Parsons entrance into the race "is not entirely unwelcome" and hints that the I-banking elite might vote for him. Would you?
