<p>Here's an updated assessment -- as well as some select investment ideas -- from Elliott Gue, Richard Moroney, Nicholas Vardy, Keith Fitz-Gerald and Mike Cintolo.</p>
<p>We begin with Elliott Gue, editor of <a target="_blank" title="Elliott Gue Energy Strategist" mce_href="http://www.energystrategist.com/" href="http://www.energystrategist.com/">The Energy Strategist</a>, who asserts, "Don't panic. Selling into a panic-driven market is one of the worst and most costly mistakes you can make as an investor. Thus, they said, a new Dow sell signal was triggered.<br /><br />The theory states that if a double confirmation occurs, (i.e., that if two of the three Dow averages make a new high or low) then a trend is confirmed.<br /><br />Well, the Transportation Average did fall below both its January and November intra-day low and closing low. (I mention January only because one report said that it is relevant -- but it actually has no significance at all.) <p>The editor of <a href="http://www.thestockadvisors.com/ccount/click.php?id=2286">Dow Theory Forecasts</a> says, "While stocks in the equipment and services group tend to move with oil prices in the near term, their profits depend more on exploration spending than on commodity prices."</p>
<p>"Concerns about slowing demand for crude oil and re?ned products both in the U.S. and overseas have many investors worried. But investors in the equipment and services group should not panic. </p>
<p>"Most producers continue to spend aggressively. And U.S. crude-oil inventories remain well below the average for this time of year, with fewer than 20 days of supply in storage. </p>
<p>"Demand for offshore-drilling services remains strong, giving Transocean excellent growth potential. Consensus estimates project per-share profits will rise 69% in 2008 and 15% in 2009. Transocean, the world's largest offshore drilling contractor, operates in every major drilling region. </p>
<p>"A combination of tight global rig supplies and the ongoing discovery of new offshore reserves have driven rig lease rates higher and kept Transocean's fleet busy. <p>The advisor adds, "The company stands to benefit as cost-conscious shoppers shift away from convenience in favor of value." Here is his review of the stock, which earns his "long-term buy" rating.</p>
<p>"As evidence of strain on the U.S. consumer mounts, Wal-Mart Stores continues to post solid results.The nation's biggest retailer delivered U.S. same-store-sales growth of 2.4% excluding gasoline sales in December, while rival <a href="http://finance.aol.com/quotes/target-corporation/tgt/nys">Target</a> (NYSE: <a href="http://finance.aol.com/quotes/target-corporation/tgt/nys">TGT</a>) saw same-store sales fall 5% and other discounters and department stores also delivered bad news. </p>
<p>"With decent operating momentum and solid long-term growth prospects, Wal-Mart shares seem reasonably valued at 14 times the consensus profit estimate for the year ending January 2009.
