Analyst Upgrades

Susquehanna upgraded Yahoo! (YHOO) to positive from neutral. The firm, which has a $19 price target on the stock, cites the steep decline in shares for the upgrade.
UBS upgraded Time Warner Cable (TWC) to buy from neutral. The firm believes fears regarding FCC reclassification of broadband are "overblown" and that industry fundamentals are bullish. The firm has a $57 target on the stock.
Keefe Bruyette upgraded Stifel Financial (SF) to outperform from market perform on valuation following the recent pullback in shares. The firm has a $64 price target for the stock.
Boeing (BA) was upgraded to conviction buy from neutral at Goldman.
RBC Capital upgraded Southern Union (SUG) to sector perform from underperform.
Rubicon Technology (RBCN) was upgraded to outperform from perform at Oppenheimer.

Analyst upgrades:

Barclays upgraded Dollar Tree (NASDAQ: DLTR) to Overweight from Equal Weight and raised its target to $64 from $48 following the better-than-expected Q2 report.
Cowen upgraded Whirlpool (NYSE: WHR) to Outperform from Neutral. The firm cites stabilizing demand trends and recovering margins for the upgrade.
Susquehanna upgraded Isle of Capri (NASDAQ: ISLE) citing weakness following the weak quarter. The firm, which has a $13 target on shares, expects regional operators to benefit from improving macro trends quicker than destination markets.
Senior Housing (NYSE: SNH) was upgraded to Outperform from Market Perform at Wells Fargo.
Barclays (NYSE: BCS) was upgraded to Outperform from Market Perform at Keefe Bruyette.
CGI Group (NYSE: GIB) was upgraded to Buy from Speculative Buy at Canaccord.

Analyst upgrades:

UBS upgraded Nokia (NYSE: NOK) to Buy from Neutral as it believes the company's product portfolio is recovering.
Canaccord upgraded Google (NASDAQ: GOOG) to Buy from Hold and raised its target to $450 from $300. The analyst said industry checks indicate deteriorating search conditions have started to improve in late March and notes that the market is already pricing in a weak Q1.
Wachovia upgraded CGI (NYSE: GIB) to Outperform from Market Perform. In addition to valuation, the firm cited the company's defensive profile, comfort with its fiscal 2009 estimates, and its expectation that the company will continue to have strong signings.
Siliconware Precision (NASDAQ: SPIL) was raised to Overweight from Neutral at HSBC.
Matrixx Initiatives (NASDAQ: MTXX) was lifted to Buy from Hold at Roth Capital.

MOST NOTEWORTHY: The U.S. Retail Hardlines Sector, the BioFuels Sector, Interpublic Group and Omnicom Group were today's noteworthy initiations:

Lehman initiated the Retail Hardlines Sector with a Neutral. The firm initiated coverage of Home Depot (NYSE: HD) and Lowe's (NYSE: LOW) with Overweight ratings and Best Buy (NYSE: BBY), Bed Bath & Beyond (NASDAQ: BBBY) and Williams Sonoma (NYSE: WSM) with Equal Weight ratings.
Oppenheimer initiated Aventine Renewable (NYSE: AVR), Pacific Ethanol (NASDAQ: PEIX) and VeraSun Energy (NYSE: VSE) with Perform ratings. The firm is cautious on the industry due to higher feedstock costs.
UBS initiated Interpublic Group (NYSE: IPG) and Omnicom Group (NYSE:OMC) with Buy ratings and an $11 target and $62 target, respectively. The firm views valuation as attractive.

OTHER INITIATIONS:

Morgan Stanley assumed coverage of International Flavors (NYSE: IFF) with an Overweight rating.
Wachovia initiated CGI Group (NYSE: GIB) with a Market Perform rating.
