<p>Now, however, with an energy bill in Congress, the battle lines are being drawn between the coal and natural gas companies. Each side is marshaling an army of lobbyists to descend upon Congress. It is estimated that revenues from the permits would generate about $650 billion.</p>
<p>As you can imagine, there is a vigorous debate between Congress and the businesses who would need these permits. The strongest opposition comes from utility companies, which are the largest group of carbon dioxide polluters in the country.
