A lot has been written about the slow pace of economic recovery in the U.S. with unemployment levels at close to historical highs at 9.4% (as of December 2010) set in contrast to the feverish growth of emerging markets. It then comes as no surprise that most of the big players in the beauty and personal care industry such as L'Oreal (LRLCY), Estee Lauder (EL), Revlon (REV), Avon (AVP), Procter & Gamble (PG), Unilever (UL), Colgate (CL) and Kimberly Clark (KMB) are increasing their presence in growing markets like China, India and Latin America.

The Phone Is off the Hook in Europe
It has become a European tradition that the government owned airlines and phone companies are often "bossed" around by the politicians who have kept anything but an arm's length relationship when it comes to decision making. Many European countries hold ownership shares in the industries' major players, and it is very common for these governments -- including sometimes even their heads of state -- to meddle and interfere in their business affairs. Then, when there's even a whiff of economic endangerment, they run for the hills.
Is Avon Buyout Bait?
From time to time, Avon Products (AVP) becomes the topic of buyout rumors. And yes, this week it happened again. Actually, investors are giving it some credence. In Tuesday morning trading, the shares of Avon were up 5.6% to 35.03. That's only a couple bucks away from its 52-week high.
The buyout buzz comes from a report in the Daily Mail. According to this UK paper, it appears that L'Oreal is looking at a bid that could be as high as $44 per share, or $19 billion.
eBay wins a round in L'Oreal legal battle
A French court said today that eBay (NASDAQ: EBAY) cannot be held liable for the sale of counterfeit perfumes on its website. The court found that eBay had fulfilled its duty to make a reasonable effort to prevent sales of counterfeits, and could not be held responsible beyond that.In a press release, eBay said that "This is a clear legal victory for eBay and important victory for French consumers. We are delighted that eBay's meaningful efforts to fight counterfeits online have been recognized by the court, as has our status as an internet-hosting provider. Today, 99% of all items listed on eBay have no suspicion of counterfeits."

MAJOR PAPERS:- According to the Wall Street Journal (subscription required), citing people familiar with the matter, Community Health Systems Inc (NYSE: CYH) is near a deal to purchase Triad Hospitals (NYSE: TRI), which would break up an existing $4.5B private-equity buyout plan.
- The Wall Street Journal's "Heard on the Street" column reported that rumors are swirling that Infineon Technologies ADS (NYSE: IFX) will be chosen to supply the main chip to drive the upcoming iPhone from Apple Inc (NASDAQ: AAPL).
- The Business Standard reported that Reliance Industries is reportedly in advanced discussions with Nova Chemicals Corporation (NYSE: NCX), the plastics and petrochemicals firm, to form a joint venture.
- According to the U.K. Times, Barclays plc ADS (NYSE: BCS) will announce today its formal interest in buying Netherlands bank ABN Amro Holdings (NYSE: ABN) for a price of up to a little less than EUR60B, or EUR31.3 per share, according to reports.
- Dow Jones & Company (NYSE: DJ) is trying to buy the Financial News for GBP25M, the U.K. Times reported.
- The Sunday Telegraph reported that Coca-Cola Company (NYSE: KO) is planning a 'beauty tea' in conjunction with L'Oreal ADR (OTC: LRLCY), called Lumae.
- According to Google Inc's (NASDAQ: GOOG) official blog, it has acquired Adscape media. Terms were not disclosed.
