    <li>Lazard upgraded Frontline (<a href="http://www.dailyfinance.com/quotes/frontline-ltd/fro/nys">FRO</a>) to hold from sell following the better than expected Q1 report.</li>
    <li>Knight Capital (<a href="http://www.dailyfinance.com/quotes/knight-capital-group-inc/nite/nas">NITE</a>) was upgraded at BMO Capital to outperform from market perform. The firm cites valuation and improved fundamentals for the downgrade. The firm has an $18 price target on the stock.</li>
    <li>Royal Dutch Shell (<a href="http://www.dailyfinance.com/quotes/royal-dutch-shell-plc-cl-a/rds.a/nys">RDS.A</a>) was upgraded to overweight from equal weight at Barclays.</li>

The Netherlands-based oil company trumped its U.S. rival, <a href="http://finance.aol.com/quotes/exxon-mobil-corporation/xom/nys">Exxon Mobil</a> (NYSE: <a href="http://finance.aol.com/quotes/exxon-mobil-corporation/xom/nys" target="_blank">XOM</a>) by $15 billion in sales and saw its revenue spike nearly 29% from 2007.</p>

In what some took as a good sign for big oil, the Houston-based company reported that <a href="http://money.aol.com/news/articles/qp/pr/_a/conocophillips-reports-third-quarter-net/rfid151211823">third quarter net income surged</a> 41% year over year to $3.39 per share, and that revenue also surged 52% to $70 billion. We'll see whether the good news extends to other petroleum giants scheduled to report quarterly results this week. </p>
<p>Analysts surveyed by Thomson Financial are looking for <a href="http://finance.aol.com/quotes/bp-p-l-c/bp/nys">BP</a> (NYSE: <a href="http://finance.aol.com/quotes/bp-p-l-c/bp/nys">BP</a>) profits to have grown 43.2% in the most recent quarter to $2.34 per share on revenue of $109.7 billion, and <a href="http://finance.aol.com/quotes/chevron-corporation/cvx/nys">Chevron Corp.</a> (NYSE: <a href="http://finance.aol.com/quotes/chevron-corporation/cvx/nys">CVX</a>) to post earnings up 39.4% to $3.25 per share on revenue of $86.8 billion. <a href="http://finance.aol.com/quotes/marathon-oil-corporation/mro/nys">Marathon Oil Corp.</a> (NYSE: <a href="http://finance.aol.com/quotes/marathon-oil-corporation/mro/nys">MRO</a>), <a href="http://finance.aol.com/quotes/exxon-mobil-corporation/xom/nys">ExxonMobil Corp.</a> (NYSE: <a href="http://finance.aol.com/quotes/exxon-mobil-corporation/xom/nys">XOM</a>), and <a href="http://finance.aol.com/quotes/royal-dutch-shell-plc-cl-a/rds.a/nys">Royal Dutch Shell</a> (NYSE: <a href="http://finance.aol.com/quotes/royal-dutch-shell-plc-cl-a/rds.a/nys">RDS.A</a>) likewise are expected to report higher net income of $2.33 per share (sales of $23.4 billion), $2.40 per share (sales of $131.4 billion), and $2.65 per share, respectively. Even <a href="http://finance.aol.com/quotes/valero-energy-corporation/vlo/nys">Valero Energy Corp.</a> (NYSE: <a href="http://finance.aol.com/quotes/valero-energy-corporation/vlo/nys">VLO</a>) is expected to post earnings slightly higher to $1.46 per share (sales of $36.4 billion), despite the effects of Hurricane Ike. Among these companies, only BP and Valero beat earnings expectations in the previous quarter. Early news out of the meeting is not good.</p>
<p>The head of Shell told Reuters that the <a href="http://www.reuters.com/article/ousiv/idUSSP3550520080622">meeting was a waste of time</a>, saying "What I've heard so far are basically all good ideas, but it will probably not change the price tomorrow morning." </p>
<p>The Saudis did day that they would increase oil production.</p>
<p>The summit is a fine example of how too many cooks spoil the soup. Investors have a different agenda from the oil companies. The oil companies have a different agency from the exporters.</p>
<p>The importers just want lower prices.</p>

<p>In what is sure to be only the latest event in a long case of protracted legal wrangling, a San Francisco federal appeals court has ordered <a href="http://finance.aol.com/quotes/royal-dutch-shell-plc-cl-a/rds.a/nys">Royal Dutch Shell Plc</a>'s (NYSE: <a href="http://finance.aol.com/quotes/royal-dutch-shell-plc-cl-a/rds.a/nys">RDS.A</a>) vessels to <a href="http://www.bloomberg.com/apps/news?pid=20601082&amp;sid=aj_tLAA._HY0&amp;refer=canada">stop all operations in the Beaufort and Chuckchi Seas</a>. Environmental groups and Eskimo villages are seeking greater research into the effect drilling will have on marine wildlife in the region, and the judge agreed to give them time.</p>
<p>Shell isn't too happy. The company claims to have spent $200 million on the project already, including extensive research on the effect drilling will have on the environment, and has also formulated a plan to deal with oil spills. Of course, it's easy to be skeptical of an oil company's studies on environmental impact.</p>
<p>The Department of the Interior has supported drilling but, given the recent scandals involving global warming and political pressure on scientists, the department is not as high on credibility as it once was.</p>

        <li>Shares of Alcoa (NYSE: <a href="http://finance.aol.com/quotes/alcoa-inc/aa/nys">AA</a>) may be set for another run and John Buckingham of Al Frank Asset Management would buy shares up to $32.41.</li>
        <li>The "Technology Trader" says it may be too early to walk away from shares of Cisco (NASDAQ: <a href="http://finance.aol.com/quotes/cisco-systems-inc/csco/nas">CSCO</a>).</li>
