<p>During his State of the Union message on Wednesday, Obama is expected announce <a href="http://online.wsj.com/article/SB10001424052748703808904575024772877067744.html?mod=WSJ_hpp_LEADNewsCollection">a three-year spending freeze for 1/6 of the federal budget</a>.</p>
<p>The proposal will include freezes in discretionary spending in the Departments of Housing and Urban Development, Justice, Energy, Transportation, Agriculture and Health and Human Services.
